Yep there definitely are more payouts the more people play at the machines. I remember once at the Flamingo there was a woman playing the $1,000 payout $1 slot and she had 8 trays stacked beside her. She had been there all day and had taken 10 jackpots out of the one machine. Obviously, she had put some back but she had only started with $100 so I would say she was well up on the winners scale.
